Police plan tight security at Times Square

(AP) ? Less than two weeks after graduating from the New York City police academy, more than 1,500 rookie officers have a daunting first assignment: helping to protect Times Square on New Year's Eve.

The deployment is just one of an array of security measures ? many visible, many not ? that the New York Police Department rolls out each year for the event that turns the "Crossroads of the World" into a massive street party that stretches 17 blocks through the heart of Manhattan.

Behind the scenes leading up to New Year's Eve, city police officials meticulously map out how to control crowds that can swell to 1 million. The yearly ritual also means worrying about potential terror threats.

"There will be several thousand police officers involved," Police Commissioner Raymond Kelly said Thursday when asked about security. "I think we do this pretty well. We have a lot of experience in doing it."

Kelly said so far there are no specific threats against Times Square. But in the post-9/11 world, the department knows from experience ? especially a botched attempted car bombing in the summer of 2010 ? that Times Square is a potential terror target.

Backed by the Pakistani Taliban, Faisal Shahzad left a Nissan Pathfinder outfitted with a crude, homemade propane-and-gasoline bomb on a block teeming with tourists. The explosive malfunctioned, but the near-miss spread a wave of fear across the city.

Shahzad was arrested and, after a guilty plea, sentenced to life in prison. But he warned, "Brace yourselves, because the war with Muslims has just begun."

Since then, the NYPD has maintained a higher profile in Times Square, with mounted police and foot patrols outside hotels, restaurants and Broadway theaters. The department even elevated its neon "New York Police Dept." sign on West 43rd Street several feet so it's more visible.

The usual security is bolstered each New Year's Eve by an army of extra patrol officers who use police barriers to prevent overcrowding and for checkpoints to inspect vehicles, enforce a ban on alcohol and check handbags. Revelers will see bomb-sniffing dogs, heavily armed counter-terrorism teams and NYPD helicopters overhead.

What won't be as evident are the plainclothes officers assigned to blend into the crowd and other officers keeping watch from rooftops. Many officers will be wearing palm-size radiation detectors designed to give off a signal if they detect evidence of a dirty bomb, an explosive intended to spread panic by creating a radioactive cloud.

The bomb squad and another unit specializing in chemical and biological threats will sweep hotels, theaters, construction sites and parking garages. They will also patrol the sprawling Times Square subway station.

The NYPD also will rely on a new network of about 3,000 closed-circuit security cameras carpeting the roughly 1.7 square miles south of Canal Street, the subway system and parts of midtown Manhattan. In recent years, police stationed at high-tech command centers in lower Manhattan began monitoring live feeds of Times Square, the World Trade Center and other sites.

Times Square isn't the only show in town this New Year's Eve ? or the only security concern. Police also will be beef up patrols in Central Park, site of a midnight run, and at fireworks displays at the Statue of Liberty.

The NYPD harbor unit will keep an eye on 33 dinner cruises on the city's waterways. Add to the list the Phish concert at Madison Square Garden.

On a smaller scale in outlying neighborhoods, police are concerned about a phenomenon seen in past years: people who ring in the new year by firing guns into the air.

"We urge people not to do that," Kelly said.

Tough choices in 2012 will reveal Denver Mayor Michael Hancock's leadership style

Next year will make clear one thing: how Denver Mayor Michael Hancock leads.

Is he a leader who reaches into his gut to pull out decisions based on his convictions? Or is he a leader who relies on consensus, committees and recommendations from task forces?

So far, Hancock has not been forced to make many controversial decisions; after being sworn in July 18, he has spent most of the past five months filling out his administration.

"We're calling 2012 'The Year of Decisions,' " Hancock said in a recent interview.

Matters on his plate for 2012 will be weighty, carrying with them political implications and possible controversy.

He'll be faced with choosing to impose a trash fee on Denver residents,

deciding whether to ask voters in November to support a mill- levy increase for city services, negotiating contracts with public-safety unions and figuring out what to do about a library system that has asked either to be given a dedicated revenue stream or to be carved off into a special tax district.

He also must come to a decision about what to do about the National Western Stock Show & Rodeo, which last week responded to the mayor's request to deliver a business plan with a list of possible moves.

"The boldness and big decisions are looming for Denver, and we are going to have to prepare ourselves to make them," Hancock said.

He has yet to show that side, said Susan Barnes-Gelt, a former councilwoman and observer of Denver government.

Hancock, she said, must "decide what his priorities are, articulate them, organize his Cabinet and staff around them and fight for them.

"So far," she said, "he hasn't done that."

Echoes of campaign

It is the same criticism Hancock's election opponent, Chris Romer, lobbed at the former councilman during the spring's runoff campaign ? saying Hancock tends to legislate by committee rather than make gut decisions.

Hancock disputed that assertion.

"I feel that you have to do both," Hancock said. "If you look at some of the decisions I have had to make while in office, clearly I have been thoughtful to get advice from people who I trust.

"But as I said in those debates, this is not a cowboy kind of town where I can ride roughshod and make decisions without including people. This is a town that has a collaborative spirit. We have always been that way."

Hancock noted he has made some tough decisions ? including hiring Police Chief Robert White, who's only the second chief to come from outside of the Denver Police Department.

White came from Louisville, Ky., starting a few weeks ago.

being tasked with transforming the department, following a strategic alignment project developed early this year that saves $8 million and increases the number of officers in "line-of- duty functions."

Hearing "both sides"

Hancock also said he had to decide to pull Denver out of the Regional Tourism Act application with Aurora. However, he made that decision after Auditor Dennis Gallagher and the entire City Council urged him to act.

"There was no formal committee that told me to pull out," he said. "You also had people who were saying we ought to stay in. So we were hearing it from both sides. There have been decisions where there weren't committees recommending a certain route. It was just me taking (a look) at the totality of the information and saying, 'This is what my gut tells me.' "

Hancock said that in early January he expects to announce the final two positions in his Cabinet ? manager of public works and manager of planning and development.

And late in January, Hancock and the Office of Economic Development will announce the city's economic-development plan for the next four years.

Director Paul Washington said the plan calls for more than just adding jobs and buildings.

"It is a pathway to strong families, integrated communities and self-sufficiency," Washington said.

Washington recently returned from China, where he said he had successful conversations about creating an "inbound trade mission" with clean-energy-technology entrepreneurs from Chongqing ? a city of 35 million people.

Budget changes ahead

Also in late January, Hancock will be presented with a host of decisions in the form of a report by a task force looking at the city's long-term financial structure ? a list of recommendations of how the city can cut costs and raise revenues to permanently fill a persistent $30 million budget gap.

Some of those recommendations already have been revealed: charging a fee for trash service, raising property taxes and cutting costs in the government.

Hancock's chief financial officer, Cary Kennedy, said her office will analyze each recommendation and the City Council and public will have a chance to weigh in before any decision is made.

"Looking into the future, we can't continue the same service delivery without making changes," Kennedy said. "The mayor is fully committed to finding solutions and ensuring the city's budget is balanced and the city's long-term financial situation is solvent."

Hancock has vowed that his administration won't continue to "kick the can down the road."

"We are changing fundamentally the way we support and fund our city government," he said. "We can either do nothing, or we can make some tweaks. We are going to have to have a good conversation with the community about what that looks like going forward."

O.C.'s Kit-Cat Clocks celebrates 80 years with Rose Parade float

Tick-tock, tick-tock.

The cat's eyes beat back and forth and its tail keeps time, but it is the wide smile that might be the most recognizable part of the Kit-Cat clock.

And that's just the way its creators intended it.

Their mission to evoke a smile has built an icon that has endured 80 years. For about 50 of those years, Kit-Cat Clocks have made their home in Orange County.

The clocks were introduced during the Great Depression but became popular in the 1950s. Technology changes in the 1980s created a problem for the company, but it found a way to modernize the clocks and remain a U.S. mainstay. According to company officials, a Kit-Cat clock has been purchased every three minutes for the last 70 years.

To celebrate that history, the company will debut its first Rose Parade float, "Timeless Fun for Everyone," on Jan. 2. A black and white Kit-Cat will serve as the centerpiece for the float, which is made with all locally grown flowers.

The float will also feature a group of skateboarders from Costa Mesa, Huntington Beach and Newport Beach riding FIZZ boards, modeled after the classic 1970s banana boards. "Rock Around the Clock" will be playing as the skaters ride a ramp on the float and young swing dancers perform.

"It's all things retro," said Woody Young, president of California Clock Co. and also an investor in Street Surfing, the company that invented the FIZZ board. "It doesn't matter what decade it is, (Kit-Cat clocks) are in."

About two decades after they were introduced, the Kit-Cat Clocks became a must-have piece in 1950s households, Young said.

Today, the Kit-Cat drums up images of chocolate malts, saddle shoes, and jukeboxes. It is not uncommon to find someone who had an aunt or a grandmother who proudly displayed a Kit-Cat in her kitchen.

Young said the company's solid history can be attributed to keeping the Kit-Cat's mission intact.

"We're selling smiles," he said. "That's what it's all about."

A simple black and white version of the Kit-Cat was the first introduced in 1932 in Portland, Ore. by the California Clock Co.

After World War II, Young said the mission of the Kit-Cat resonated in American pop culture and the clocks became an icon.

"People were tired of war," he said. "It became the most popular in the 1950s."

Hollywood even gravitated to the classic cat clock.

Celebrity owners include Lucille Ball and Whoopi Goldberg and the clock has also been featured in films such as "Back to the Future" and "Honey I Shrunk the Kids".

In the late '80s, the survival of Kit-Cats as an American-made novelty was threatened.

The clock was powered by the electric motors found in many stoves during the '50s and '60s. As stove manufacturers abandoned the technology, California Clock Co. became the only company to still use the motor, Young said.

"The technology changed," he said. "We were either going to have to go out of business or take the business overseas."

Instead, the company came up with its own engineering ideas. Young said their clocks are the only timepieces in the nation to use a United States-made battery movement to make the clock tick.

"We literally transformed these clocks and kept it alive in the States," he said.

The Kit-Cat has evolved to include a spectrum of colors and other characters including Kitty-Cat, the female version of the clock that has big eyelashes and a pearl necklace.

Young said Kit-Cat also releases a limited-edition clock every year for those who collect the pieces.

For 2012, the limited-edition Kit-Cat will be "Rose Float" and it will be the color of the Rose Parade roses in honor of the company's parade debut.

Three U.S. citizens killed in Mexico attacks (Reuters)

MEXICO CITY (Reuters) ? Three U.S. citizens were among those killed when gunmen attacked buses in the eastern Mexican state of Veracruz, said a U.S. State Department official said on Saturday.

The three were traveling for the holidays when they and several other passengers on the bus were killed by gunmen on Thursday, according to the U.S. official and local media.

The incident was one of several that day in which gunmen attacked busses in the eastern state, a major oil export hub that has lately become a flashpoint for drug gang violence.

On Friday, the tortured bodies of 10 people were found in northern Veracruz, local media reported, as attacks in the region intensify between the Zetas gang and Gulf drug cartels.

In September, 35 bodies were dumped along a downtown highway in the Veracruz city of Boca del Rio.

More than 45,000 people have been killed in cartel-related violence since President Felipe Calderon took office in December 2006.
