Unruly British press may bow to regulation plans

LONDON (Reuters) - Lord Justice Brian Leveson produced plans for the toughest regulation of the British press in 300 years on Thursday after decades of misbehavior, final warnings and universal acceptance that the current system had failed.

Although rows lie ahead over whether a law will be required to underpin Leveson's vision for a tough new regulator, the 63-year-old has shrewdly found a way forward which indicates that much of which he suggests is likely to be accepted by even his harshest critics.

Britain's unruly newspapers, which came to simply disregard their own previous code, might bluster at the threat of new legislation but could be quietly relieved they are not facing anything even worse.

"We are grateful to Lord Justice Leveson for his thorough and comprehensive report," said Tom Mockridge, chief executive of Rupert Murdoch's British newspaper arm News International.

It was a phone hacking scandal centered on News International which led to Leveson's inquiry but it merely represented the culmination of decades of growing belief that the press had run out of control, answerable only to a body run by its own editors.

The so called "dark arts" of the tabloid reporters included hiring private detectives to appropriate personal details, bribing officials for information, rummaging through garbage bins for discarded documents, and long-lens photography that exposed the intimate moments of the rich and famous.

Since 1695, when King William III was on the throne, the British press has been free of state control although it was not always the aggressive industry it is considered to be today.

While international readers were able to read about King Edward VIII's affair with American divorcee Wallis Simpson in the 1930s, the story remained conspicuously absent from the pages of British newspapers.

SERIOUS QUESTIONS

But after World War Two that changed, and with it serious questions began to be asked whether the press should be regulated by law. In 1953, papers received their first warning that failure to get their house in order would lead to legislation.

"I give warning here and now that if it fails, some of us again will have to come forward with a measure similar to this bill," said lawmaker C J Simmons after he withdrew a proposal for a press law.

Similar warnings that parliament would act followed in 1962, 1977, 1990 and in 1993, not long after a government minister had warned the press they were "drinking in the last chance saloon".

The current system of regulation was established in 1991 with the creation of the Press Complaints Commission (PCC) with its own code of conduct. But it failed to prevent the press from running ever more sensational stories to attract readers, particularly about the British royal family.

Papers which had declined to report Edward VIII's affair, regularly hounded Princess Diana, the wife of heir-to-the-throne Prince Charles who died in Paris in a car crash in 1997 while being chased by paparazzi.

They also had no qualms about publishing secretly recorded, intimate phone calls between Charles and his future second wife Camilla, with whom he was having an affair while married to Diana.

"Attempts to take them to task have not been successful. Promises follow other promises. Even changes made following the death of Diana, Princess of Wales, have hardly been enduring," said Leveson, whose year-long inquisition heard from more than 600 witnesses detailing a catalogue of horror stories about "outrageous" press behaviour.

"Too many stories in too many newspapers were the subject of complaints from too many people, with too little in the way of titles taking responsibility, or considering the consequences for the individuals involved."

He dismissed the industry's suggestion of a new self-regulatory body, saying it did not go "anything like far enough" in showing it was independent of the press.

He called for a new watchdog which would be independently appointed, would not consist of any serving editors, unlike the PCC, nor any members of the government or House of Commons, and could impose fines of up to 1 million pounds ($1.6 million).

The body would offer an arbitration service providing quick and inexpensive resolution of disputes, which would be an incentive for publications to sign up, he said.

POWERFUL INCENTIVE

Those who declined to join, and thus were not party to this service, could face exemplary damages in libel cases and have to pay all their legal expenses even if they won. Leveson said this too would be a powerful incentive to join.

"We accept that a new system should be independent, have a standards code, a means of resolving disputes, the power to demand prominent apologies and the ability to levy heavy fines," News International's Mockridge said.

Bob Satchwell, executive director of the Society of Editors, said the industry proposal was not that far away from what the judge recommended.

"I believe that the industry will take on board those points," he told Reuters, adding the bulk of the press still remained steadfastly opposed to any law, which Leveson says is essential to underpin a new body.

This is the one main area of contention for the industry and Prime Minister David Cameron has already outlined his opposition.

But even without legislation, the Leveson proposals will constitute a far greater oversight for the press, which many say has already begun to show greater restraint in the light of growing public awareness of its methods and behaviour.

"I think it's a very shrewd and elegant report which cleverly has the lightest, lightest, touch of statutory ... and really only if the industry doesn't put its house in order," Roy Greenslade, a former senior editor at Murdoch's Sun tabloid, told Reuters.

"So it's partly a return to the last chance saloon and with the axe hanging there in the background. It is self regulation with a stick." ($1 = 0.6236 British pounds)

Research sheds new light on virus associated with developmental delays and deafness

A new study published online in PLOS ONE reveals that primitive human stem cells are resistant to human cytomegalovirus (HCMV), one of the leading prenatal causes of congenital intellectual disability, deafness and deformities worldwide. Researchers from the University of Pittsburgh School of Medicine found that as stem cells and other primitive cells mature into neurons, they become more susceptible to HCMV, which could allow them to find effective treatments for the virus and to prevent its potentially devastating consequences.

"Previous studies have focused on other species and other cell types, but those studies did not evaluate what the cytomegalovirus does to human brain cells," said Vishwajit Nimgaonkar, M.D., Ph.D., professor of psychiatry at the University of Pittsburgh School of Medicine, and senior author of the report. "This study is the first of its kind, and the first to discover that primitive stem cells are actually resistant to HCMV."

Access to cultured human neurons, necessary to understand the pathogenic effects of HCMV, has been limited by difficulties in growing the brain cells in the laboratory. Yet through human-induced pluripotent stem (iPS) cells, researchers were able to overcome this hurdle.

The study authors derived live iPS cells by reprogramming cells called fibroblasts obtained from human skin biopsies. The iPS cells were then induced to mature through several stages into neurons, the primary cells in the brain. The researchers were able to evaluate the patterns of damage caused by HCMV on all these cells.

The research findings suggest:

  • Human iPS cells do not permit a full viral replication cycle, suggesting for the first time that these cells can resist CMV infection
  • CMV infection distorts iPS cell differentiation into neurons, and that may be a mechanism by which infected babies develop impairments of brain maturation and intellectual ability
  • iPS-derived mature neurons are more susceptible to CMV infection and once infected show effects including defective function that have been shown in other animal studies and in other human tissues, and the neurons die a few days after infection lab studies, possibly reflecting the impact of CMV on the human brain

"The findings were quite surprising, but this is only the first in a series of studies on HCMV," added Nimgaonkar. "There is a lot of interest in what we can do to treat the infection, and current work is already underway to screen for new drugs that could be used to fight these viruses."

Between 50 and 80 percent of people in the U.S. have been infected by HCMV by the time they reach 40. Infections are rarely serious, but the virus does not leave the body. CMV is also the most common congenital infection in the U.S., and occurs when a mother contracts CMV during pregnancy and passes the virus to her unborn child. According to the U.S. Centers for Disease Control and Prevention, one of every 150 children is born with CMV infection and one in five of them develops permanent problems, such as intellectual disability, vision and hearing loss, and seizures.

Pitt researchers are collaborating with the Drug Discovery Institute to further understand the cellular system and determine which agents are most effective against HCMV and similar viruses, and which treatments would be safe for human use.

Constitutional Places: Federal Hall in NYC, the Demolished Site of Washington?s Inauguration and the First Congress


Federal Hall in New York City served as the home of President Washington?s first?inauguration, the first Congress, the enactment of the Judiciary Act of 1789, the adoption of the Bill of Rights, and so many other amazing firsts for our Republic. Too bad it was demolished in 1812. Seriously. The capital of the United States moved from Federal Hall in New York to Independence Hall in Philadelphia in 1790. For some time, Federal Hall was used for local government offices, but eventually the building was razed in 1812. Unbelievable. In Manhattan, the air rights above Grand Central Station were protected for historical value, but not the home of our first government.

In any event, in 1842 the United States reacquired the land and built a Customs House. It later served as a United States Sub-Treasury. In case you ever read The Slaughter-House Case (which identified access to sub-treasuries as the among the most fundamental privileges or immunities of citizenship), one could trade in greenbacks at the Sub-Treasury for gold there. In 1955, the new building was designated as a national memorial.

Anyway, here are some cool pictures of this pseudo-landmark.

There is a huge statue of General Washington in front of the redesigned Federal Hall.

And I really like it from this angle?the General is staring down the New York Stock Exchange.

This relief was also very well executed.

?Keeping with the trend of not having actually authentic stuff, the museum had a replica of George Washington?s desk.

One of the only remaining remnants of the original edifice is this stone plaque. The park ranger told me that someone purchased it at auction for roughly $400.?The inscription reads:

Standing on this stone in the balcony of federal hall, pril 30 1789, George Washington took the oath as the first President of the United States of America.

What?s also fascinating is how obscure the National Park Service makes the fact that the current building was not the site of Washington?s innaguration. I seemed to recall from some previous research that the original Federal Hall was no longer in existence but after spending 25 minutes at the Hall I thought maybe I was mistaken. Nope. This tidbit was buried in a small sign in the exhibit. The last sentence reads:

This great landmark was demolished in 1812.

Interestingly, Ohio dedicated a plaque commemorating the Northwest Ordinance, which was enacted under the Articles of Confederation in Federal Hall.

Another neat artifact was a document from the First Congress listing the salaries of officers of the United States?the total amount was roughly $25,000.?

Note: Judges in the Northwest Territories earned $800 per year. Alexander Hamilton was raking it in with $2,000 a year.

One note: the first actual meeting of the United States Supreme Court took place in Philadelphia in 1791, as SCOTUS did not have any business to transact 1789 and 1790.

(AP) ? The Black Keys told a federal judge the band has settled copyright infringement lawsuits against Pizza Hut and The Home Depot claiming misuse of their music in commercials.

The band alleged the song "Lonely Boy" was improperly used to sell power tools, and "Gold on the Ceiling" to sell pizza.

The Grammy-winning band sued in June and both companies denied copying the songs.

Attorneys for the band informed a federal judge in Los Angeles of the Pizza Hut settlement on Monday. The settlement agreement with The Home Depot was reached earlier this month.

No details of the settlements were included in court filings. Stephen Holmes, a spokesman for The Home Depot, didn't have an immediate comment. Representatives for Pizza Hut and the band did not immediately return message seeking comment.

Attorneys expect to file formal dismissals by early January, the court filings state.

Both songs appeared on the rock group's seventh album, "El Camino," which was released last year and has sold nearly 840,000 copies.

The Black Keys are comprised of Dan Auerbach and Patrick Carney. Musician-producer Brian Burton, who is known as Danger Mouse, also sued the companies.

"Lonely Boy" and "Gold on the Ceiling" both topped the Billboard alternative music chart after being released.

The Black Keys won two Grammy Awards in 2010 for music from their album "Brothers," which won the Best Alternative Music Album award that year.

London generally doesn?t get the best reputation for its food.? Most people choose places like France and Italy as food Meccas in Europe, but I can assure you that there is good food in London.? And it might surprise you, but the Indian food in London is actually really amazing. ?If you are visiting London, you should definitely try some Indian food.? Due to the high population of Indian immigrants in London, there is some of the best Indian food in the world in this city.? One of my favorite spots to go for Indian food is Brick Lane, in East London.? Brick Lane is an area of East London that has a high number of Bangladeshi immigrants, and, as a result, it is home to dozens and dozens of curry houses.? Brick Lane has more than great food ? going there is a whole experience.? First, representatives from restaurants that are standing on the sidewalk will tell you about specials offered at their restaurant in order to attract your business.? At this point, you can haggle the price of meals for you and your friends, and because business is so competitive in that area, you will almost always get a good deal.? When I went, I was offered two drinks, an appetizer, a main dish, rice, and bread for only 10 pounds!? The food is so good that I would have paid much more for it, but it was awesome to get a lot of great food for a reasonable price. This was my first real Indian food experience, and I really enjoyed it. ?No matter where you go in Brick Lane, you will find good Indian food.. ?I had papadum (a thin, cracker-like bread) for my appetizer and chicken curry for my main course. ?The curry was like nothing I?ve ever had before ? really rich and earthy, with just enough spice, and the chicken was perfectly cooked.? After you add white rice and garlic bread, the meal is complete, and absolutely delicious.?

Curry is the national dish of England right now, so you will find many variations of it throughout London.? For a really interesting experience, I would definitely recommend heading to Brick Lane for some Indian food.? I?ve never had an experience like the one I had in Brick Lane in America, so it is something completely new and exciting.? My advice would be to leave preconceived notions of what Indian food is at the door, and just drink in the atmosphere of Brick Lane.? You won?t be sorry!

??????? (the Jinger): Overcoming the Fear of Public Speaking

Last Friday, my friend Ivan came to our Lyceum to do a training on public speaking. He's the same trainer who did the public speaking training at the "Traffick Jam" counter human trafficking seminar?in October, I was so impressed with his training that I invited him to come to my school! I organized this training with our school psychologist, Ira Ivanovna. We had a group of 24 participants, ranging from 8th through 11th grade. If you're wondering why we invited children as young as 8th graders, its because they are already participating in school concerts and competitions by that age - so public speaking is useful for all of them! In fact, Ira liked this training so much that she wants to invite Ivan back to our school over winter break, to conduct the same training for our teachers : )
A fear of public speaking is a world wide problem, its common here as well as back at home in America... so I hope that my students gained a little more confidence and?knowledge?about how to present themselves as good public speakers. First, Ivan talked a little about which situations they might have to give presentations in. Then he showed them some exercises they can do to warm themselves up, especially how to get rid of adrenaline and relax your nerves.
?After the students learned the basics, Ivan split them up into groups of 3 and assigned them random topics. Each participant had to improvise for 3 minutes about something easy like snow, chocolate, grass, shops, love, cups, cars, etc. The other members of their group gave them feedback about the pros and cons of their mini presentations, such as recommendations on how they could improve their gestures for emphasis or eye contact. Then they repeated the?improvisation?exercise again, and most of the students said that they felt more confident speaking the second time. Even though our training only lasted 3 hours, that most of the participants felt like it improved their public speaking abilities and all of them loved Ivan's charismatic presentation. This is the last training that Ira and I will?organize?together at my school, so I'm glad that the students had the opportunity to work with Ivan and build their professional skills! Becoming an electrician starts with getting the right schooling. One can start quite early, even in High School. Many vocational programs in secondary schools have an electrical program. Following High School graduation, one can enter a program at a college to further their learning. Community colleges often have excellent trades program, including electrical. In addition to their typical general education courses like math and English, students will take practical courses where they learn both the science behind the trade and also get to apply and learn new skills in hands-on work. If one desires to learn more about the scientific end of things, they can attend a four year college that offers advanced programs like electrical engineering or similar majors. Community colleges are great because they offer students practical experience.

One can also do some extra work on their own to increase their skills and education. It is a great idea to find an experienced individual who works in the field and get close to them. An experienced worker can offer electrician training in the form of an apprenticeship or might be able to hire a student to work for them. They can also share the pros and cons of the industry, as well as stories from on the job. This will give the young student a better idea of what daily life is like as an electrical worker, and help them decide if this is really the field that they want to devote their life to. Working with a professional can help one meet others in the field and perhaps potential future customers. The pro may also have some suggestions for training programs or courses that the aspiring electrician can take advantage of. They can serve as a reference for the student's resume.

Before one can be successful in industry, they must have to proper education and training. Fortunately, budding electrical workers have many options to help them reach their goals and better themselves.

Cyber Monday: More firms say its OK to shop at work

Cyber Monday, the busiest online shopping day of the year, is likely to lure many workers to go online in search of Cyber Monday deals. This year, only a third of companies are blocking access to online shopping sites, according to a recent survey.

"A lot," says the third-year PhD student in Boston. "Friday, I bought my brother a Boston Bruins bobble-head doll. It was on sale on eBay."

It may sound as though Ms. Rice is slacking off by buying hockey memorabilia when she's supposed to be doing muscle research at her Boston University biology lab. But increasingly, businesses are starting to see online shopping as a boon to productivity, rather than a drain. As employees return to work on Cyber Monday, the biggest online shopping day of the year, they may well take advantage of the new leniency.

US companies are becoming much more tolerant when it comes to their employees shopping online at work. Last year, 60 percent of companies blocked employee access to online shopping sites, according to a blind survey of 1,400 chief information officers from a wide range of US firms. This year, only 33 percent of them blocked access.

"It's way down from last year," says John Reed, of Robert Half Technology, a technology firm based in Menlo Park, Calif., which conducted the survey. "Companies are allowing a little more freedom, but making sure people aren't abusing [the privilege]."

Why the shift? For one thing, online shopping is becoming the norm, especially during the busy holiday months. Online spending during November and December is expected to increase 12 percent over 2011, to an estimated $96 billion total, according to the National Retail Federation. Last year, more than half of shoppers who had online access at work shopped online during their lunch breaks or after hours, according to the federation.

Employers "are looking at it from a realistic perspective," Mr. Reed says. "Even if we have a policy saying we don't want you to do this, employees will find a way. Let's at least acknowledge it and put some parameters in place."

What's more, he says, businesses are starting to see online shopping, which takes a fraction of the time it takes to go to a store, as a way to improve efficiency. "Because it's a busy time of year, enabling people to do a little shopping on a break allows them to not waste time by going to a mall, finding a parking place, [and] coming back."

"With my staff, if they need to take a break for 10 or 15 minutes online shopping I have no problem with that," says Susan Roche, an applications development manager at Watson Realty's office in Jacksonville, Fla. "I trust their integrity and professionalism."

Much of that shopping may take place Cyber Monday.?According?to a survey of 600 consumers by online deal website?FatWallet,?62 percent of consumers?expect to find the best holiday season deals on Cyber Monday

"It's usually pretty quick" to buy online, says Rice, who has never spent more than half an hour shopping at one time.?"We have a lot of lag time when you're waiting for experiments to run, and that's usually when I do most of it,"

Study Finds Similar Structures In the Universe, Internet, and Brain

It turns on the definition of complexity itself, which is not so straightforward as one might imagine [wikipedia.org]. One of the keys to many definitions of complexity lies not in the number of different parts, but in the non-trivial and adaptive ways those parts interact. Yes, there may be humans in this galaxy, but the relationships between those humans have no effect on the galaxy, qua galaxy. In other words, the interactions that occur on a galactic level produce no appreciable feedback in the system as a whole from human beings. Yet it is feedback and adaptation that occurs in complex systems that make them complex. As a complex system, therefore, the galaxy is not concerned with the presence of humans.

The same cannot be said of the relationship between neurons as a system and the brain as a system. As the article says, each neuron has its own level of complexity and this is in turn connected to the larger system of the brain, itself having billions of adaptive connections. Yet what is missing, but I think implied, is that the complexity within each neuron is non-trivial to the interactions between neurons.

Also, I wouldn't think less of a man who very occasionally indulges in hyperbolic excess. This does not make him stupid, only a lively writer.

What Facebook and Wolfram Alpha can tell you about yourself

Wolfram Alpha may look like Google, but don't be fooled. One is a search engine. The other is something much more strange and powerful.

Google takes your search query and then points you toward websites that probably have the right answer. Wolfram Alpha takes your query and then rolls up its sleeves and tries to answer the question by itself. The website can solve trigonometric functions, list every airplane in the sky above your location, pair complementary colors, lay out music theory, and calculate that there have been four times more episodes of "The Simpsons" than of "Law & Order."

Wolfram Alpha is a warren of powerful tools and fun time-wasters. As the three-year-old website continues its quest to quantify the world, it recently tapped a rich new vein of data: your social life.

Wolfram Alpha can now mine Facebook activity, delivering insights on you, your habits, and your friends.

With your permission, Wolfram Alpha digs into your past. The website finds out which of your Facebook messages drew the most comments, and even which words you use most often. It charts when you play with Facebook applications, possibly revealing patterns you never knew you had.

The results can be fascinating, nostalgia inducing, and sometimes a little creepy.

One of the coolest features is Wolfram Alpha's "friend cloud." It takes all of your Facebook friends and maps out the connections between them. The tool groups mutual friends, guesses how people know each other, and lays out everything like a TV detective's bulletin board of suspects.

For example, in my friend cloud (see chart, above), each dot represents a person. Wolfram Alpha figured out which of my friends I met in college (the red cluster), which are from work (tan), and which share the most friends in common (the larger dots).

You can dig into your own profile by heading to WolframAlpha.com and searching for "Analyze my Facebook data."

Before the site can start number crunching, you will need to give it permission to access your Facebook profile. The tool can also pull up information on your friends ? how much information depends on them. Wolfram Alpha can only see what your friends have opted to make public in their Facebook privacy settings.

Thanks to Mommy Niri and Fisher Price, we?ve made the iPad safe from kid hands and bumps with the Apptivity Case. It has a durable screen to keep smudges off. You can block the home screen button (or not). The little chew rings for baby are a great touch with our little one. Also it?s easy to take on and off (only tool you need is a coin) but too hard for little hands to do themselves.

Graham likes to use the iPad himself, but we can usually convince him to play with Tessa. When they both play, we?ve used the free Fisher Price Laugh & Learn Apps. They?ve worked astonishingly well with both kids.

Here we?re moving into stuff I haven?t actually used or owned to the stuff I just plain want.

I figure if I just keep talking about the Microsoft Surface long enough maybe they will see how desperately I want it. If your laptop is a hand-me-down from your husband who doesn?t go easy on his electronics and the hinges are getting scary and the keys are starting to stick and the operating speed is dismally slow, well? you could wish for a lot of things.

But I?m wishing for a Surface because I love the look, I love the portable tablet capability, and I love the simple add on of the keyboard which is also a cover. Why bother with a laptop? It will go swimmingly with my Arc Touch Mouse.?Surface starts at $499, the Arc Touch Mouse is $69.?

I?m also drooling over cameras for the second year in a row. When you go to events as press it does look a little flimsy to take phone pics. (And my phone does not take great pics, as you may have noticed. The fuzzy feature on Instagram is my friend.)

Real bloggers use DSLR cameras and one of these days I?m really going to join them. Lately I?m eyeing the Nikon D3000. I?ve also looked at the Canon T3. A good beginners model would be awesome.?They retail for far more than I?ve got to spend, and they?re the CHEAP DSLR?s.

If you already have a camera, start dropping hints about a photography class. Check your local adult education center. Boston?s has a Digital Photography Class for Beginners?($320) and a How to Figure Out a Digital Camera class ($58).

You may also want to set your blogger up with a Conference ticket (there are TONS of them) or even just a gift card for airfare or hotel to help them pay their way to fun and learning and dance parties.

We also rack up blog expenses that aren?t fun and have to be paid every year and every time we update. Hosting, design, themes, coding, backups, domain names? blogs are not all fun and games. Getting them up and running takes not just a lot of time but some cash, too. You may want to send your blogger a little gift via Paypal to help them cover their blogging expenses. Very simple to do if you have a Paypal account of your own and someone?s email address.

Peek-A-Boo Family Tree For Kids

Like so many families ours is spread across many miles and keeping my kids close to their aunts, uncles, cousins and grand parents takes lots of work. We look at a lot of pictures talk on the phone and visit when we can. My daughter loves lift the flap books and I thought I could use that love to keep her close to people who love her too.? Active activities like this that lets little hands touch and grab are perfect for toddlers who play to learn.

  1. Gather your materials . You will need some diaper wipe lids ( you could use simple folded paper too) , pictures of your family ( I made a collage and printed it out on copy paper), glue, green and brown paper, foam adhesive dots,? markers and labels.
  2. Start by writing out the titles of each family member on the labels.
  3. Pop them on the flip top lids.
  4. Next make a tree for the wall. Make sure it?s secure enough that it can hold all the lids. I used construction paper taped to the wall and then used thumbtacks as well.?
  5. Add the lids to your tree. I just stuck many of the lids on because they still had plenty of adhesive left on them from the packaging. However the ones that didn?t were popped on with adhesive dots? .
  6. Cut and glue the pictures of your family under their coordinating lid. I kept the lids open so it wasn?t too hard for my daughter to open.
  7. Invite your little one to come and have fun.? She immediately started looking at all the pictures.
  8. Then I asked her to see if she could find specific people and she happily played along excitedly yelling out name after name.

But, such a strategy could make things even worse for outlying areas that were hit hard by the hurricane, such as Staten Island, the New Jersey Shore and Long Island's South Shore, a City College of New York landscape architecture professor warns.

"If you mitigate to protect Lower Manhattan, you increase the impact in other areas," says Catherine Seavitt Nordenson, associate professor of landscape architecture in CCNY's Spitzer School of Architecture. "Everyone outside of the surge protection zone would be in jeopardy because the water doesn't get reduced, it just goes somewhere else. It's an environmental justice issue. You can't just save Wall Street."

Professor Seavitt calls, instead, for deploying a storm defense strategy that combines elements of soft infrastructure with the hardening of existing infrastructure such as the subway system, highways and power plants.

'Techniques from nature and ecology'

"The idea of soft infrastructure is to use techniques from nature and ecology to improve resiliency," she explains. "Environments that are more resilient bounce back faster after storms, and greater resiliency reduces the velocity of and damage caused by the water's surge." Additionally, it would be much less expensive than building storm surge barriers, with costs running to hundreds of millions of dollars instead of billions.

She first proposed development of soft infrastructure in "On the Water/Palisade Bay," a report published in 2010 in collaboration with structural engineer Guy Nordenson and architect Adam Yarinsky, and funded by the Fellows of the American Institute of Architects' biannual Latrobe Prize. Mr. Nordenson is Professor Seavitt's husband.

The team's research focused on New York's Upper Bay, which is bounded by Manhattan, Brooklyn, Staten Island and New Jersey. Its proposal consisted of strategies to adapt to and mitigate the effects of rising sea levels caused by climate change, including increased potential storm surges from hurricanes and nor'easters.

"We wanted to show how soft infrastructure could be used to transform the coastal edge in order to create a healthier ecology and reduce the extent of storm damage," she says. "There are things we can do besides building higher and higher seawalls everywhere. For example, if we replace a wall with a gradient edge that slopes into the water or we give the shoreline a more irregular shape there will be more room to accommodate water."

Among the techniques it proposed were restoring and enlarging wetlands, creating reefs and archipelagoes of artificial islands and seeding oyster beds. Spoils from harbor dredging and deepening, which is regularly performed by the U.S. Army Corps of Engineers, could be used for these beneficial purposes.

Reefs and wetlands would mitigate destruction by absorbing water and dissipating wave energy. Archipelagoes of small, artificial islands would weaken wave energy in the water column. Oysters and other mollusks would biologically filter and help cleanse the water in the bay.

Improved resiliency

"Through our research we found that improving water quality and wetlands ecology would improve the area's resiliency to storm," she notes. "If you can absorb water in wetland areas, it has a place to go. It can percolate into the earth instead of rebounding from a seawall or overtopping a wall. We can engineer solutions to absorb water and slow its velocity. There may still be flooding, but there will be less damage."

Additionally, the report called for using -- and extending -- old abandoned piers and extracting slips into the city to allow water to enter flood zones in a more controlled way, thus minimizing damage. Calm water areas could be established behind piers, which would serve as storm surge buffers. Water would still enter some streets, but these could be engineered as bioswales, incorporating a simple gravity flow system that would enable the waters to be absorbed, and safely and readily recede.

Even if soft infrastructure strategies were implemented, some critical infrastructure would still need to be hardened, i.e. made waterproof, Professor Seavitt notes. Specifically, she recommends protecting subway entrances and sidewalk grates to prevent flooding of the public transit system, relocating or hardening waterfront power plants and moving critical communications and power infrastructure out of the basements of commercial and residential buildings.

Soft infrastructure techniques can be applied, as well, to protect populated areas in the outlying coastal regions that suffered extensive storm damage such as Long Island, Staten Island and the Jersey Shore. Offshore reefs and barrier islands could be created to protect shorelines and inhabited barrier islands. Many of these areas are shallower than the Upper Bay so it may be easier to work in them, she says.

One technology that could play a role in this process is a recent Dutch invention known as a sand motor, in which enormous quantities of sand are deposited offshore. Waves, currents and tides distribute it in a natural way, creating a protective barrier island.

Currently, Professor Seavitt is working with Guy Nordenson & Associates and the Port Authority of New York and New Jersey on a pilot project to create an artificial island at the Gowanus Flats, a shallow section of Upper Bay off Brooklyn's Sunset Harbor waterfront. She also notes that efforts are underway to create new oyster reefs around Governors Island as well as wetland restoration through the reuse of dredged sediment in Jamaica Bay.
